Reformatting and cleanup of the releases page

I propose that we start thinking about how to make a more clean Releases page. It's growing out of control and contain a huge bunch of redundant info. I suggest we start by fixing some of these:

• Remove the "WIP -- WIP -- ..." lines.
• Remove or move the "Disclaimer Acceptance..." info
• Remove or move the "Installation Instructions" info
• Remove or move the "Bug Report..." info
• Perhaps putting all detailed change-log into a text file, including a list of commit hash codes.
• Consider making a "Table of Contents" table with one release per line, with short description and MD5 check-sum. Perhaps something like this:

0.1.23	b0	ab5270971de92655846108f2b4b77646	Added: AT,PSC and some code cleanup
