[typescript-fetch] allow initOverrides with async function

To accommodate complex requests for initOverrides in https://github.com/OpenAPITools/openapi-generator/issues/11744 and https://github.com/OpenAPITools/openapi-generator/issues/11823 issues, I have added the support for passing an async function to initOverrides.

Because of its extensibility, in this implementation I would like to async functions to be passed instead of sync functions. (Sync function can be converted to async one, but the reverse is not possible.)
