[JAVA][Feign] Remove camelCase naming for form parameters

This change fixes the feign api template for form parameters.

These parameters should not use the paramName but rather the baseName as this is the name that will be used to create the fields in the form-data encoded body and therefore should match exactly the name declared in the specification.

• File the PR against the correct branch: master (6.0.1) (patch release), 6.1.x (breaking changes with fallbacks), 7.0.x (breaking changes without fallbacks)
• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
