correct description for logToStderr configuration

The name of the configuration option "logToStderr" and parts of the description ("not just errors") imply that the messages are written into STDERR, not STDOUT, like the description tells. Therefore the description is fixed (no code changes).

• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
