Implement aspdotnet core Produces, Consumes, partial controller

Produces: Add [Produces("a/b", "c/d")] to actions where applicable Consumes: Likewise, add [Consumes("a/b", "c/d")]. Requires detecting "/ as ASP doesn't like that.

Input formatters and output formatters to translate to/from System.IO.Stream and byte [] added for "application/octet-stream" and "text/plain".

Partial controller: is controlled by usePartialControllerClass. Defaults to 'true'. NOT tested with it off.
