[Java][jaxrs-spec] Fix #13444 enumUnknownDefaultCase true now returns correctly in fromValue

This fixes #13444 and now deserializes correctly by returning UNKNOWN_DEFAULT_OPEN_APIwhen enumUnknownDefaultCase is set to true.
