Using nix flakes for friendly developer shell

This PR adds a Nix development shell, to provide each contributor with the same environment to work with. Currently only JDK8 and Maven are installed, but if there is a longer list of shell prerequisites, these can be added easily.

This PR also adds a direnv support, so that the shell dependencies are loaded up automatically just by entering a project directory.

Currently, the project fails to build under newer Java versions, and recommends usage of Java 8, which many people have to downgrade to.

  Commit all changed files.
• File the PR against the correct branch: master (6.3.0) (minor release - breaking changes with fallbacks), 7.0.x (breaking changes without fallbacks)
• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
