[Python] updates python versions used in travis ci testing

Our python CI testing in Travis has only been testing python versions:

  • 2.7
  • 3.3
  • 3.4
  • 3.5

Python versions:

  • 3.6
  • 3.7
  • 3.8

are now available and should be included. This PR adds those python versions to out Travis CI testing.

PR checklist
