[Python] Updates python test framework to pytest

Our testing framework in python (nose) is unmaintained and has not been updated in three years. This PR

  • switches all python generators to use pytest by default, which is actively maintained
  • adds a backwards compatible useNose CLI option to let users continue using the nose library

We add the useNose boolean CLI boolean to include the nose library for users who want to keep using nose. One can invoke it with:

  • openapi-generator-cli generate ... --additional-properties packageName=petstore_api,useNose=true
  • openapi-generator-cli generate ... -p packageName=petstore_api,useNose=true

PR checklist

  • Copy the technical committee to review the pull request if your PR is targeting a particular programming language.
