[Rust Server] Return 405 Method Not Allowed

If we don't match the method, but we do match the path, we should return 405 Method Not Allowed, in preference to 404 Not Found.

PR checklist

  • Copy the technical committee to review the pull request if your PR is targeting a particular programming language.
