This PR
- changes the ts-refactor samples to OAIv3 and moves them to the correct subfolder.
- adds JQuery tests to the root
pom.xmlfile so that they actually get executed by CI - fixes the blob handling of
JQueryHttpLibrary

What do you think about the changes to JQueryHttpLibrary?
Background: I couldn't get the samples to work with the existing implementation because JQuery tried to interpret the returned blob as text...

Run the shell script(s) under ./bin/(or Windows batch scripts under.\bin\windows) to update Petstore samples related to your fix.
