This PR adds a Gemfile and .ruby-version, to better work with Bundler. It should address local installation issues brought up in https://github.com/a11yproject/a11yproject.com/issues/810, although my Ruby knowledge is a bit light.
If I recall correctly, most of this is now handled on the GitHub Pages end of things, but it can't hurt to try!
