I do not know whether you are interested in merging this as you explicitly state that this is a localstorage library with cookie fallback. But I like the interface + caching and use it without ng-cookies. This patch just checks whether cookieStore is available and otherwise fallbacks to no storage (only relying on in-memory caching).
