scroll to top button on essential page

Is your feature request related to a problem? Please describe. scroll to top button will remain there always without scrolling of user also. it will might confuse user for some states/UT like andaman & nicobar, chattisgarah, himachal pradesh etc.. where there is less resources.

Describe the solution you'd like remove scroll to top button until user scroll on the page. i'm working on it.

Describe alternatives you've considered user experience can be improvised by removing button until user scroll and give smooth scroll to top. little issue but it will enhance user experience.
