Style of tooltip info in district row not same as that in state row

Describe the bug Style of tooltip info in district row is not same as that in state row. It is completely opaque.

To Reproduce Steps to reproduce the behavior:

1. Go to Home
2. Click on tooltip icon in West Bengal in states table
3. Open district table for West Bengal
4. Click on tooltip icon in Unknown district
5. See the difference in style

Expected behavior It should be same as that in state row.
