states with nil test cases style issues

Describe the bug For states with nil test cases, there is no gap between confirmed, active etc. headers and top border of colored boxes in their respective state's page. It is happening because "As of {date}" is not present.
To Reproduce Steps to reproduce the behavior:
- Go to Lakshadweep state page or any state with nil test cases
- Notice how confirmed, active etc. headers are very close to top border of coloured boxes.
Expected behavior There should be little gap just like other states page have.
