Map switcher out of position when language switcher is open

Describe the bug stats highlighter becomes out of position when language switcher is open. This is happening because position of map-switcher div is absolute.
To Reproduce Steps to reproduce the behavior:
- Go to any state page
- Click on language switcher
- See that the stats highlighter becomes out of position and overlaps with language switcher
Expected behavior Should be in position.
