langauge switcher is not in view

Describe the bug when scrollbar is not at top and langauge switcher get clicked user need to scroll up to top to switch langauge. for new user they might not be able to observe that they need to scroll up to switch langauge.

To Reproduce Steps to reproduce the behavior:

1. Go to here scroll down and then click on langauge switcher button.

Expected behavior page should get scrolled to top.
