Statewise last updated status of Covid-19 Patients.

Hello everyone,

This PR displays the statewise last updated status for Covid-19 patients.

Please refer to the #294 (closed) for details explanation about the summary of this feature.

Along with Desktop, have tested this feature on Mobile and Tab devices thoroughly.

We are displaying the Statewise Last Updated status at the following positions.

1. Just above the district table.
2. On Country Map.

As well as I have added a provision to display the district wise status on hovering over the district map. Currently, API is not sending district wise status so it won't be visible. Once API started sending district wise status it would be automatically visible
