Re-enable Windows in CI

We temporarily disabled Windows in our CI pipeline in #7773.

I suspect getting Verdaccio up to date may help the situation, and should be done regardless as we're stuck on a 4.0 alpha build from a forked version that @willsmythe cooked up for us. We're waiting on https://github.com/verdaccio/verdaccio/pull/1332 to merge before upgrading.
