Update postcss-loader@4.04 postcss-flexbugs-fixes@5.0.0 postcss-normalize@9.0.0

Changes:

  • indent is no longer needed accordingly to changelog
  • options from Object to Array syntax
  • postcss is now a peer dependency

yarn docker:e2e --test-suite simple is passing and done manual QA*

(When fixing the new babel jsx as it breaks tests, disabling eslint jest/no-conditional-expect on a couple of tests and adding .eslintcache to .gitignore in each of the templates... I didn't bother with the rest of the tests as I know a few of those are also broken but for other reasons)
