Add an ENV parameter to disable the "clearConsole" function.
Relate to https://github.com/facebook/create-react-app/issues/7233 I've see the https://github.com/facebook/create-react-app/pull/3288 PR sound come from another era.
I've tried to follow the other env var naming convention DISABLE_* and add it to the doc.
Sry for the missing tests I really don't know how to achieve that.
