Fix(#8151): Move react-scripts/config/jest into react-util-dev

In issue #8151, I think that move react-scripts/config/jest into react-util-dev does not cause any problem because the code is similar to what is inside react-util-dev, so I move that in react-util-dev.

Hi, in the PR It looks like you create new files, not moving the current ones.

Moving the files can cause issues for other users, it will be a backward incompatible change.
