This PR addresses the issue #16789 and brings with it the following fixes:
- Visual Studio 2017 logo has been changed to a WikiMedia source that, hopefully, will not break in the immediate future.
- Broken relative links to GitHub Desktop, GitKraken, VS Code, and Visual Studio 2017 tutorials have been fixed.
- Broken relative link to SaaSGrids banner in the Tagalog translation of README.md has been fixed.
