I add GitHub: HOW TO CONTRIBUTE TO OPEN SOURCE link to the README.md.

This link is also referred to by hacktoberfest, so it would be very helpful for first contributors.

I would like to do this PR as part of hacktoberfest. Would you add the label "HACKTOBERFEST-ACCEPTED" to this PR or add the topic "HACKTOBERFEST" to this repo?
