Bounding boxes for HTMLCSS mpadded are sometimes wrong

The bounding box for when lspace is negative, or overlaps top or bottom, are not always set correctly in HTML-CSS mode. This affects the internal box values that represent how far the ink extends outside the main bounding box (the lw, rw, H, and D values).
