Modernize Continuous Integration pipeline

There are no checks or CI pipelines to test new contributions and preview new builds of the site. This would enable contributing with more confidence. Newcomers can know that their contributions are validated and working, and maintainers can quickly know this too without having to clone the changes locally and test things out.

Two tools I would like to use for this are Circle CI and Netlify for preview deployments in Pull Requests.
