Implement Variable Poll Rate For HID++ 2.0+ Devices

As described in issue https://github.com/pwr-Solaar/Solaar/issues/1040, this implements the ability to change report rates for HID++ 2.0+ devices by first sending the device into Host-mode via the ONBOARD_PROFILES feature before modification.

Note: This does not implement even mild support for profile modifications or customizations but is solely responsible for using that feature to send the device into Host mode. Testing is required, though it should work for all HID++ 2.0 devices supporting the ONBOARD_PROFILES feature.
