Delete Pytorch 1.8 tests

🚀 Feature Request

Pytorch 1.8 is behind the setup we plan to support, and we are already using Pytorch 1.9 or greater. Let's deprecate Pytorch 1.8 tests.

Since we do not plan to support Pytorch 1.8, we do not need to test on pytorch 1.8.
