downcase of new_resource button can lead to incorrect translation

As mentioned in PR1777 there is a potential issue with the downcase being applied to the new resource button.

This relates to how translations of the new resource button should be handled, the 'resource' noun sometimes should have a capital (eg in German), or if the correct translation leads to (or should be) a button layout
