Add docs on how to import utilities when using SASS/SCSS

To import utilities when using SCSS it's necessary to also import the API like so:

@import "../node_modules/bootstrap/scss/utilities";
@import "../node_modules/bootstrap/scss/utilities/api";

But AFAIK this is not explained anywhere in the docs.
