Double padding bug when using columns in a panel

When using grid in a panel there is a double padding bug since the row's negative margin is only active on screen > screen-small defined here : https://github.com/twbs/bootstrap/blob/3.0.0-wip/less/mixins.less in make-row() :

    @media (min-width: @screen-small) {
      margin-left:  (@gutter / -2);
      margin-right: (@gutter / -2);
    }
  }

.panel-body and .col-xx both have padding
