Fixes #10492 (closed) better.
- Made more generic. Applies to "> .table" and "> .table-responsive > .table" to support td/tr background colors too and not just .table-striped
- Supports tfoot
- Fixes same issue on top when .table is the first element in the panel (no panel-heading, just using panel to give a colored, rounded border to the table)
