In terms of maintenance it is better IMO to have issues written with the help of templates. I changed in this PR all the links to https://github.com/twbs/bootstrap/issues/new/ that pointed to an empty template, to https://github.com/twbs/bootstrap/issues/new/choose where the user can choose a pre-defined template.
