I wrote a plugin to fix elements to the screen as the user scrolls. Is this what you saw the affix plugin to do? (I noticed the heading in 2.1.0-wip docs).
If so, I have modified my original plugin to fit bootstrap format and renamed it to affix. If you open up the docs you can see a working example of it on the sub nav.
If this is what you're after I will write the tests and finish the docs.
