What is this Python project?

MedPy is an image processing library and collection of scripts targeted towards medical (i.e. high dimensional) image processing.

What's the difference between this Python project and similar ones?

This library supports a wide range of medical image formats like ".mha", ".dicom". Its simple functions make it very easy to read medical images and work with them. And even convert them to the numpy array. It also retains Image metadata. Standard Image processing libraries such as Pillow or OpenCV either doesn't support some of the formats or they are not built to work with the high dimensional images. Although there are libraries for specific formats such as pydicom, MedPy brings them all together which makes it very convenient.
